California Teleconnect Fund (CTF/DAS)
The California Teleconnect Fund program ("CTF") provides qualified organizations up to 50% discount on select telecommunications services offered by AT&T California. CTF was established in 1996 by the California Public Utilities Commission (CPUC) and is solely funded through an end-user surcharge placed on all telephone bills in California.

AT&T California has administered the CTF program under the name "AT&T Discounted Advanced Services" ("CTF/DAS") since December 26, 1997. We hope that your organization can take advantage of this opportunity for state funded discounts on numerous telecommunications services, including advanced technologies such as Advanced Digital Network and Gigaman.

*NOTE: All discounts are funded by the California State Budget. CTF/DAS discounts will be administered by AT&T California so long as sufficient funding exists. The AT&T family of companies is not responsible for providing discounts to its qualified customers beyond what is available under the California State Budget.

Once you review this information and ascertain that your organization qualifies for these discounts, please complete the California Teleconnect Fund Service Discounts Certification Application (“Application”) and remit to:

AT&T California Enhanced Discounted Advanced Services Program

Telecommunications Services Available for Discounts
Qualified organizations may receive a 50% discount on the following AT&T California telecommunications services: Measured Business service, Centrex, PBX Trunks, Integrated Services Digital Network (ISDN) service, Hicap DS1 service, DS-3,Switched 56, SONET, Advanced Digital Network (ADN), Gigaman, Opt-E-Man, CSME, OC products, Asynchronous Transfer Mode (ATM) and Frame Relay Service. There is no limit on the number of discounted lines or services that a qualified organization may have.

Qualification Criteria for Business Customers
Discounts are available to business customers that qualify under one of the foregoing categories:

Public or Nonprofit Schools: Public schools, nonprofit schools, and schools run by a religious order that are incorporated as a nonprofit Public Benefit Corporation or as a nonprofit Religious Corporation providing elementary or secondary education (grades K-12). Qualified schools may not have endowments of more than $50 million.

Libraries: Libraries that are eligible for participation in state-based funding under the Library Services and Technology Act (“LSTA”). Eligibility for libraries is defined in Act 20 USCA Sec. 9122 (2 and 3), but need not be certified under LSTA for purposes of CTF.

Municipal, County Government or Hospital District Owned and Operated Hospital and Health Clinic: All hospitals and health clinics owned and operated by county, municipal government, or hospital districts.

Community Based Organizations: Tax exempt organizations that offer health care, job training, job placement or educational instruction. Eligibility as a tax exempt organization is defined in Section 501 (c)(3) or 501 (d) of the Internal Revenue Code, Title 26 of the United States Code. *NOTE: These discounted services may not be resold to, or shared with, any other non-qualifying organization or person.


Additional Information

You must be certified by the CPUC as a qualified organization before you can receive CTF/DAS discounts. Once you are approved, you must contact AT&T California within 30 days. Discounts will not automatically appear on your bill. AT&T will apply the CTF discount to your account in a timely manner only after you notify the utility of your approval.

If you have filed an Application with the CPUC and are awaiting approval, AT&T California recommends that you submit a completed CTF/DAS Request Form. This step will enable AT&T California to expedite discounts on all eligible telecommunications services once approval is confirmed.

If you have been previously approved by the CPUC a qualified organization and are already participating in the CTF program, you may add additional services or lines and receive the CTF discounts by two ways. You may simply call AT&T California to place the order and inform the customer representative that you are a CTF customer. Alternatively, you may submit a completed CTF/DAS Request Form.

*NOTE: The discounts apply to both tariff and contract rates. Non-recurring charges and features will NOT be discounted. The EUCL will NOT be discounted. (EUCL stands for End User Common Line, a charge placed on every phone line in the United States. It is the line item on your phone bill entitled "Federal Subscriber Line Charge” which is regulated by the Federal Communications Commission"). Discounts only apply to CPUC tariffs, not FCC tariffs.

Senate Bill 1102
Senate Bill 1102, which took effect January 1, 2006, may change how CTF discounts are applied to public & private K-12 schools and public libraries phone bills.

If you are a CTF approved entity that is not eligible to apply for E-rate discounts (hospitals, health clinics or Community Based Organizations), you will not be affected by SB 1102.

Senate Bill 1102 became operative on January 1, 2006. California Teleconnect Fund (CTF) carriers are required to apply the statewide average E-rate discount before applying the CTF discount on eligible services, where applicable. Please note that the statewide average E-rate discount will be updated before January of each year. The statewide average is currently set at 68% for the period of 7/1/2007 to 6/30/2008, but it may vary, as a result of the annual update.

If your entity is a public school that meets the definition of a necessary small school (see California Education Code) and your school or district does not apply for E-rate, please fill out this SB1102 Verification of Necessary Small School form (Instructions) and FAX to:

If you are a necessary small school and your school or district applies for and is approved for E-rate, do not fill out the SB1102 Verification of Necessary Small School form above as it is not applicable.

If your entity (public or private school or public library) applies for E-rate, but some CTF approved telecommunications services are deemed ineligible for E-rate, please complete this CTF Eligible/ E-rate Ineligible Services form (Instructions) and FAX to:

If you are an entity (public or private school or public library) who applies for E-rate, and all services receiving CTF/DAS discounts are also eligible for E-rate, do not fill out the CTF Eligible/ E-rate Ineligible Services form above, as it is not applicable
